I believe it must be a setting on the modem that limits the speeds it gives to PlayStation or some sort of advanced setting somewhere causing that because the connection works for the most part and the PS4 also works. I also tried changing my DNS on the PS4 to no avail.

Our previous plan with spectrum was slower but still gave higher speeds when wired to the ps4. The cable is not the problem as we tried it on our pc and the speeds were good (900 up and down) and the ps4 is not the problem as we have 2 different ps4s having the same problem. When wired, I get speeds of 40mbps down and 40mbps up (on a good day) when we are paying for 1000 down and 1000 up. We recently got the AT&T fiber speeds at our house and it has been working well for the most part except for the wired connection to our PS4.
